About:Chinese Embassy in Cambodia

Can a British passport holder apply for a Chinese S1 visa in Phnom Penh?

I will be in Cambodia on a tourist visa.

I am afraid not, as I know, it is difficult to apply in a thrid country as a tourist there. Most embassies and consulates require residence permit or proof of work/study for application with foreign passports. So, if possible, you can try to make a phone call to the embassy for more details.
