Canadian application from Seoul to Shanghai

Hi, I am a Canadian citizen and I want to go to Shanghai (L) just for a few days next month . Do I really have to pass through a travel agency to apply for me?
I have my ARC.

Yes, and you have to make sure that your ARC card is valid for at least six months when you apply for it.
