Tourist Visa for Bosnian Citizen

I am a Bosnian citizen and I want to travel with my sister to Hong Kong, and from there to mainland China... Since I work abroad, and I will be in my home country on vacation until 26th of October and then I will leave to UAE and to my work location. I will first go to Nepal, and after that I want to go to HK on 20th January, while my sister will come from Munich to HK on the same day, and then we will travel from HK to Guangzhou by train on 22th of January, it will be exactly 90 days if I get my rush visa on 26th October before my flight from Bosnia to UAE. My questions are:
1. If our itineraries are booked to go to HK, is it possible for us to get ours denied since we are not landing in mainland China?
2. Can I/we apply in Nepal or Hong Kong and what are the fees and can we get denied as well?

1. It's possible. As the requirements say, the applicants are required to provide round-trip air tickets and hotel reservations in PRC when they apply for the L type (if they can not provide the invitation letter). Here is another way, find a Chinese agency to send you the invitation letters. Then you won't be bothered by the air tickets.
2. I think you should apply in our own country because HK already tightens its regulations. People who don't have resident status in HK can not apply in HK.
