Applying for a tourist visa as a U.S. citizen/tourist in Japan

Hello, I wanted to know if it was okay to apply for a L type for PRC as a U.S. citizen/tourist in Japan, specifically the consulate in Fukuoka, despite not living there? I live in Florida and there is not Chinese consulate in my state, the nearest being Houston. I would much prefer to apply in person, so I wonder if it is possible for me to apply at the consulate general in Fukuoka, as I will be visiting Fukuoka next month and have time to apply before my trip to China. Thank you!

Yes, you can not apply in person. You have to apply via an appointed travel agency and remember to provide the copies of your entry records to Japan when you submit your application.
