Sightseeing without registering in police station

Hi, I hold a Lithuanian passport and I will be traveling from Frankfurt to Sydney through Bejing. My layovers are 7 and 20 hours. I want to go out of airport and see the city and the Great Wall. Do I have to register in police or rent a hotel room to when getting out of the airport? Can I just take a bus tour if it is less then 24 hours?

You don't need to register at police station or rent a hotel. However, you need to apply for the stay permit when you arrive. It's just a stamp on your passport.
