If a Romanian National go to Wuhan or Dalian from Shanghai, is that considered an exit?

My friend is a Romanian National. She has double entry visa to China. She is now using the 2nd entry.. Currently she is in Shanghai. If she goes to Dalian and Wuhan, by plane, is this an exit? if this is an exit, then she needs a new visa again to re-enter Shanghai? I thought only Hongkong and Macau is considered an exit.. how about Dalian and Wuhan? Are there special requirements she need to exit and enter? Please advise! thanks a lot!
