About:Chinese Embassy in Mexico

do I need a Mexico passport to obtain a travel visa to China at Tijuana Embassy?

I am a U.S. citizen, but I have a Mexico temporary resident card for business.

You can apply there is you have temporary residence card valid for next 6 months.
