If some of these are holding diplomatic/official passports, do they have to apply for it?Your kind advise would be highly appreciated.

Everyone is required to apply for a Chinese visa in advance for a stay longer than 5 days in Shenzhen. But for diplomatic, service or official passport holders in list of Agreements on Mutual Visa Exemption, they can enjoy free entry for a stay up to 30 days.  The exemption list can be found from Exemption page of this website.
