I don't think you need one. If you have valid travel document for your destination and the air-ticket, you can apply for the 72 hours free transit in Beijing.

Ok thank you for your help. I have a valid travel document. How do I go about applying for the 72 hour free transit? Can you do it online. Thank you.

You needn't do it online. Just tell your airline at least 30 minutes in advance before your plane to land at the airport. Then you can apply for it at the airport.
