Will my partner and i be needing a visa?

My partner an i are traveling from sydney to JFK airport via shanghai ... the stop over is for 15 hours so we will be staying in a hotel outside the airport.

Nope, but you need to apply for the stay permit when you land at the airport since you live outside of the airport.
