Can I apply L Visa in Singapore?

I hold a Brazilian passport and will in Singapore on a big Asia travel next week. Just received an invitation from a friend living in China, to stay with her for 6 months. Can I apply for a L one in Singapore?

According to the CVASC in Singapore, you are suggested to apply for it in Brazil.

Thank you for your answer, but going back to Brazil only to take it is not an option.
Is there any document I can provide to the Embassy so they can grant me one?
Thx!
