Hi, non-Finnish citizens need to provide the original and a photocopy of their permanent residence or work permit with remaining validity of at least half a year for application. Those who are visa or permit exempt for residing or working in Finland should provide the original and a photocopy of his or her valid Kela Card in Finland. Otherwise, you can not get one there.
The regular processing time is 4 working days including date of application.
