obtaining z visa while in mexico

Question

I am a US citizen.  I will be in Mexico waiting for my papers to apply for the z.  Where can I go in Mexico once I have my papers to apply for the z?  Thank you.

Hi, the embassy and consulate in Mexico only accept applications from Mexicans and foreign passport holders with residence permit there. If you reside in Baja California, Baja California Sur, Sonora, or Chihuahua, you should submit your application to Consulate-General of the PRC in Tijuana; Otherwise, you need to apply from the embassy in Mexico.
