What is best transport from hkg airport to island shangrila hotel for a person with disability and estimated cost?

The best way for you is to take a taxi and it costs around 300HKD. Besides, you can take shuttle bus no. E11 or A22 with the help of the airport staff or other people and get off at Admiralty Station, Queensway, which is within walking distance from ur hotel. E11 costs 21HKD and A11 costs 40HKD.
