I need agency to mediate my application for tourist chinese visa!

Today,I went to embassy in Tokyo and they told me they wont be able to process application for me ,rather the only place to be able to do this is agency.
Now, which agency should I approach for this matter?
Do I have to be based in Tokyo?
Is this website actually represent the agency?
