Hi,
I plan to visit that city for one week for business and will be travelling from Hong Kong. Do I need a Chinese VISA or can I get one on arrival?

Hi, you should apply for a Chinese visa in advance. If you are now in Ireland, just submit your application to Chinese embassy in Dublin.
