Can a Tourist visa processed to become a temporary residence permit?

Hello, I am an Indonesian student who plan to attend a university in Beijing this year. My agency told me that they can not process the jw202 because I haven't 18 years old yet. They advised me to use an L one to go to China and process it to a residence permit. Does jw202 have age requirement? Can a L type one processed to become a temporary residence permit?
