Can I apply Hong Kong Transit Visa from Yangon, Myanmar.

I am Burmese citizen resident in Dubai. I am going holiday in Oct and planning to visit two days when I come back from Yangon to Dubai in November. I will take Hong Kong - Dragon airways.
Is that possible to get it in Yangon Chinese Embassy. Will be very difficult??
Otherwise I have to change others airline...Please advise
