Hongkong-Shanghai-Hongkong not eligible for 72h visa?

Hi,

am I understanding correctly that I am not eligible for a 72h tranist. my travel itinerary is HK-SH-HK. I am not a HK citizen. This is why I am confused about the "third-country" statement.

Thank you for your help, it is highly appreciated.
