China visa in Seoul

I am an Australian working in China. I am travelling to seoul for a week and due to the new regulations. I will be applying for a Z1 working for employment over 90 days. I still have a valid alien card in korea due to my previous employment there. can i apply at the consulate? or do i have to go through a agency? Also are multiple entry still available?

You need to apply through a travel agency appointed in Seoul appointed by the embassy. Sorry, I have no idea about the Z1 type as you said above, but from my understanding, it should be a single entry and you are required to apply for a residence permit after entry. Please try to contact a travel agency for the latest information.
