I am an American citizen and will be going to work in China under a Z type one, I want my girlfriend, who is philippina, to come stay with me, but not work.

Since you two haven't been married yet, she can't apply for the family visit type one. If she doesn't study or work in China, she can only apply for the ordinary type one. It usually allows about 30 days stay for each entry.
