South African in the Philippines wanting visit China

Im a South African in the Philippines and i want to travel to meet some friends from Beijing i have met here - Is it possible for me to get a visa through the Chinese Consulate in the Philippines?

Did you study or work in Philippines? If so, you can apply from the Chinese consulate there with your resident permit. If you just stay in Philippines for a shor time, for example, traveling in Philippines, you are suggested to apply for it in your own country unless you have urgent situations.
