USA citizen in Vietnam, Do I have to be in the US to apply for the student x visa?

I think you need get back to the US to apply for it. It's said that new entry and exit management regulations on foreigners will come into effect from July 1. The visa policies are tightened. So you may ask the Chinese embassy in Vietnam and see if you can apply there. Otherwise, the only option is to go back and apply for it.
