Is Visa Free Transit Still Available in Shanghai?

I plan to visit SH in August 2013. I have a U.S. passport, and I will be there for roughly 40 hours.
Will I be able to visit and stay for 40 hours without a visa? I will be departing from and returning to Hong Kong.

The policy is still available, but I'm afraid you are not qualified for that 'cause you will have the same place for departure and arrival, Hong Kong. If you leave from the US to HK via SH, you can visit within the 40 hours' transit without a visa.
