Switching from F to X Student

I'm an american business man and I'm trying to switch from an F business to a X Student. I have already chosen a school and they have given me the paperwork the JW202 Form.

I'm currently in China and wish to switch it now. Do I have to leave mainland to do this? If so can I do it in HongKong or Seoul? How long does this take? Can it be rushed?
