Can we apply for a chinees visa in Baku?

Hello,
We are two Dutch travelers and we are at the moment in Baku and we want to go to China. Is it possible to apply for it in Baku? When we look on internet we see that many foreigners will not get it in Baku. It is told that they have to go to their country of residence. Is this true? Or can we apply for ours in Baku. And what documents we will need?
