American applying in Singapore for China Tourist Visa

Hi,
I've read notes that require a flat to apply for a it as an American. Is this true? I am currently in mainland PRC, but need to leave for a new tourist L. Can I have a vacation in Singapore and get one there also? I would just be at a hotel.
