Chinese passport living in HK to Macao

My husband has a Chinese passport and a Chinese travel document. He lives and works in Hong Kong with me and has a HK dependent visa. Does he need to apply for one to Macau?

Hi, if he has Hong Kong Identity Card, he can enter Macao with his passport and travel document.

We tried before when he only had a travel document and his Hong Kong ID card and they wouldn't let him in.
