Hong Kong + Bhutanese traveling to Tibet

Hi! Me and my 2 siblings all have the China ID card as Hong Kong citizens. But we are planning a trip with a friend who holds a Bhutanese and a USA passport. Do we all have to join a tour as a result of one foreign passport? Or he is the only one who needs to join a tour? Is it possible for our friend to apply for a visa without joining the tour?

Actually, your friend is the only one who needs to join a tour. According to the regulations, foreign travelers are not allowed to Tibet unless they join a tour.
