About:Exit Regulations of China

I have about 15,000 dollars that I need to take with me from China to my next job in Thailand.

About 10,000 of that was sent from the states by Western Union. Is this exempt and justifiable with the Chinese customs?

Do you mean you send 10,000 by bank and take only 5,000$ cash with you to go abroad?
If you take only 5,000$ cash with you, you can pass the custom without applying for certain certification.
In principle, it is not allowed to take cash more than 10,000$ to go abroad. If the cash you take is more than that, you need to apply for a cash taking certificate.
