How to apply for a certificate of marriageablility?

My partner, (Chinese citizen) and I (British citizen) are currently discussing marriage, and I am wondering how to apply for a certificate of marriageability. I believe this is one of the documents I will need to present when we apply for a marriage certificate. In addition I have never previously been married.
