The Singapore CVASC replied to me saying:

"Yes you are able to apply here. You are allow to apply for a single entry one with a validity of 1 month only."

If i were to go to Hong Kong would i be able to apply for a 3 month visa for mainland China?

Mark, it is hard to tell whether you will get it or not in HK. The consulate officers decide what type you will get. You may call 852-34132424 (Department office of the Office of the Commissioner of the Ministry of Foreign Affairs in HKSAR) for more information.
