chinese tourist visa application in manchester with a spanish passport

Hi,

I've been looking at applying for a chinese L type one from manchester with a spanish passport. It says that i need a residence permit from the UK to obtain it. Does anyone know if I could apply for it even if i do not have one? As i am an EU citizen i thought i did not need one

thank you

You need to provide the original and a copy of his or her permanent residence or work permit which should be valid for at least half a year (except for those who are visa or permit exempt for residing or working in the UK).

If you can't, I suggest you apply for it in your own country. That's the best way.

Thanks very much for your reply. Do you know who is excluded from residence permits and visas though. Surely EU citizens and therefore I can obtain it here?!
