What does it mean when Location is FOC?

I have a package coming in from China, the tracking number is RB041861441CN - I understand by reading what has been posted here that NULL means "between places" or not being tracked, what I don't understand is Location is FOC.. what does that mean.. does it mean it will arrive soon? I'm not being impatient, just curious.

It refers to Fuzhou Airport. It shows that your package is posted by air via Fuzhou Airport.

The shipping system is ridiculous. I have been waiting for at leas a month for a iPad cover. The last notice on the China Post tracking site says FOC - Null. I will NEVER order anything that's coming from China again. Absolutely ridiculously insufficient tracking information and length of shipping time.
