applying for a study visa

Hi, I'm from Syria and I have all my papers for studying ready but I have a question, could I apply for it in Istanbul because I'm living here right now and have a valid residence permit.and what are the needed papers for it.Thank you.

Hi, Turkish Residence Permit for Foreigners valid for more than six months is required. Other documents needed are your passport, application forms, photo, copy of information pages of the passport and Residence Permit, Application Form for Overseas Students (JW201 Form or JW202 Form), Admission Notice and Physical Examination Record for Foreigners.
