About:Tibet Travel Permit

Japanese and Norwegian Citizens together to visit Tibet?

Can I, a US/Norwegian dual citizen (both passports) and a Japanese friend visit together and trek Mt. Kailish this coming July?

Last year, I planned to go, but they told me that foreigner are not allowed to go there alone. They told me that if I planned to go, I should join a group. I did not want to join a group, so I give up my plan. But I was not very clear about this year's rules, so I suggest you to ask China Embassy in US in advance.
