Tibet Travel Permit deposit

Can any one confirm if there is a new rule effective from 30th March 2013 which requires foreigners to put in a deposit when applying for a Tibet Travel Permit (through a Tibet Travel Agent). If so, how much is the deposit for a group of 8 travelling together?

I heard it as well, but from the 1st April, 2013. There is no official notice about this new policy released by the Tibet Travel Bureau, so you are suggested to contact a Tibet Travel Agency directly for more details.

I have inquired from 2 Tibetan travel agents and the amounts quoted varies from USD$500 to USD$700, curiously inconsistant and enough to discourage potential visitors to Tibet.
