Can I apply for a Chinese Visa in Vladivostok?

I'm Mexican, a graduate student in China. My F ends in late August 2013. I wonder if it is possible to obtain a Russian visa in Harbin (where I live) or in Pekin. And then get a Chinese one at the consulate in Vladivostok.

You can submit your application to the Russian consular office in Harbin and apply for Chinese one in Vladivostok. But it's hard to tell whether you will get it successfully.
