Tibet Travel Permit application deposit

We plan to visit Tibet in May 2013 and have been told that in order to get a permit to visit Tibet, a $700 deposit per traveller is required. Does anyone out there know if there is such a requirement? We already have a China visa.

Never heard of this. Did the agency you asked to apply TTB for you tell you need to pay $700? I think you should confirm this with other agencies.
