Personal Travel Allowance when leaving China

Hi, I have a friend in China who wants to visit mein Perth, she purchased an airline ticket but was not allowed to board her flight as she was told she needed US$1500 PTA,she only had US$200 on her.Is this typical for exit,or am I being scammed?

definately a scam the airlines dont care how much money you have on you thats a customs issue only if in excess of A$10,000 on arrival in australia- if she complied with all requiremenst and had been issued an australian visa then nothing else maters to the airline !!!!
