Applying for Travel Visa to China from the Country of Dominica

I am travelling for 10 days with my family on vacation. We are all Canadians. However, I am currently in the Caribbean country of Dominica for studies. How can I apply for an L from Dominica? I will be back for almost a week before travel, so is there any way I can get my application processed rapidly (within few days) when I'm back? Thank you.
