Can I, an Indian, get Chinese Visa on Arrival (1st time visitor) as I'm visiting Hong Kong and one Chinese company in Fujian wanted me to visit their factory for business development. I don not have time to apply for and receive Chinese Visa in my country due to logistics of reaching the application to Delhi from South India

You cannot get on-arrival now there is a new immigration law for countries USA , UK and many other EU countries has the chance to visit without visa for 72hrs to sightseeing only this is on-arrival visa only for EU.

Glad to have a Switzerland passport :)
