About:72-Hour Visa-Free Transit

Cruise ship to airport, Shanghai

I hold a USA passport. My cruise disembarks at Shanghai. I will fly from PVG to the United states on the same day I disembark.
Does this situation qualify for the 72- hour free no visa?
If so, can I leave the port on a bus to the airport?

This situation does not apply to the 72 visa-free policy.
