Canadian applying for work visa from the UK

I am Canadian but living in the UK can I apply for a work visa from another country and just go through the Canadian embassy?

Non-UK citizen should provide the original and a copy of permanent residence or work permit with validity for at least half a year. But this is not necessary if you are visa or permit exempt for residing or working in the UK.
