About:72-Hour Visa-Free Transit

transit in Beijing

So if I understand the article above correctly, could you please confirm the following?
- A dutch passport holder flying from Amsterdam - Beijing- Hanoi is allowed to leave the airport -without visa- and as such can explore the city during the transit period up to 72 hours? Without having to pay any fees the enter the country for that 72 hr period?
