can we top up our airport travel pass and use it the next time we come back after 3 wks?

Generally speaking, the pass can be used after 3 weeks if you top it up.
But it is still suggest you to take your octopus with you.
Your octopus can still be used, but you need to go to any Customer Service Centre at MTR stations to have it reactivated free of charge.
