About:Haikou Weather

Planning to travel to haikou end of Dec or Nov. which is the best time to visit?

We prefer cold weather

Well, both of the time you listed is during the best travel season there. As you prefer cold weather, end of Dec. can be better, when the lowest temperature could be about 13C.
