What gave Yougle the idea to create the Forbidden City

I think before he became an emperor, he governed the Beijing and then he wanted to move the capital city to Beijing from Nanjing, so he built the Forbindden City to live.
This is my opinion, but I do not the real reason and did not find information abou it.
