Applying for Tourist Visa in Sapporo

I am a U.S citizen student studying in Aomori Pref. I have a residence card and will be in Sapporo for two days. I seem to be getting some conflicting information. Do I need to apply for a Chinese Tourist L through a Travel Agency or can I apply in person in Sapporo? If I can apply in person, are they able to mail it to me if I pay for shipping costs?

I read the related information on the website of Chinese embassy in Japan. It is said that they don't process multiple entries for those foreigners who come to Japan for short period. And they just process family visas for those Japanese Chinese born in China (including HK, Macau and Taiwan) and those Chinese who are citizens of the third countries.

Peronally, I think you can apply for it in person for single entry L. But you should contact them to confirm this. Tel: 03-3403-5633, 03-3403-5232, 03-3403-3419, 03-3403-0924.
