italian citizen living in switzerland (permanent resident)...

Question

I live closer to Milan than to Bern/Zurich, am I allowed to apply for a Visa in Milan even if I am resident in Switzerland?P.S: I remember reading somewhere that if it's your first visit to China (which it would be for me), you are only eligible for a single entry visa. Is this true?
